The RHC program was developed by the Self-Determination Housing Project of Pennsylvania (SDHP) and the Pennsylvania Housing Finance Agency (PHFA) as a response to the following questions:

· Where can Pennsylvania agencies that serve people with disabilities turn to get assistance?

· How can these agencies get a better understanding of the barriers that people face trying to find affordable, accessible housing?

· Where can agencies get training to help people with disabilities navigate the system?

The RHC program

· Serves as a single point of contact for technical assistance and information related to housing and services for people with disabilities

· Educates program administrators and service providers to assist them with identifying housing resources in their region for people with disabilities

· Provides outreach by developing collaborative relationships with groups and agencies in their region who have contact with people with disabilities

· Provides training and technical assistance and conducts training to groups and agencies about the housing needs of, and resources available to people with disabilities on topics related to housing such as home and community-based waivers, PREP (the Prepared Renters Program), home modifications and landlord communication.

The Regional Housing Coordinator Project is funded by the Pennsylvania Department of Public Welfare (DPW) and is administered through a collaborative effort of DPW and the Pennsylvania Housing Finance Agency (PHFA). SDHP, Inc. is the lead contract agency responsible for statewide implementation and operation of the project.
